In 1978 the Taipei City Government (TCG) merged the Illegal Building Administration Department and the Building Administration Department of the former TCG Works Bureau to form the Taipei City Construction Management Office in order to streamline government organization and enhance organizational capacity. The organic regulations of the Taipei City Construction Management Office were approved by the Executive Yuan on 6 April 1978 with the Letter Tai (67) Nei-Zhi 2795. On July 1st of the same year, the Taipei City Construction Management Office was officially established comprising six sections and three offices.

In 1982, Sections 1 to 6 were restructured into the Building Permit Administration Section, Construction Administration Section, Building Usage Administration Section, Building Standard Administration Section, Illegal Building Control Section and Information Processing Office, respectively. Also, the Office of Budget, Accounting and Statistics was placed under the Accounting Office. In 1983, the Illegal Building Inspection Team was added to the organization. In 1991, the Office of General Affairs was restructured to become the Secretary's Office. In 1997, the Information Processing Office was restructured into the Systems Administration Office. In 1998, the Apartment Building Management Section was added to the organization. In 2001, the Illegal Building Inspection Team and the Illegal Building Control Section were combined to form the Illegal Building Control Section. On 1st August 2006, as a response to Article 2 of the Building Act specifying that "the competent authorities of building are the Ministry of the Interior at the central administration level, the municipal government at the municipal level…," and to consider the consolidation of urban planning and building management, the Taipei City Construction Management Office was then transferred to the TCG Department of Urban Planning and its name changed from "the Building Management Office, Works Bureau, TCG," into the "Taipei City Construction Management Office." Also, to cope with recent business developments, the Illegal Building Inspection Team and the Illegal Building Control Section became two separate units. On 16th February 2012, to cope with the title revisions of the operational units, the Building Permit Administration Section became the Building Permit Section, the Construction Administration Section became the Building Inspection Section, the Building Usage Administration became the User Permit Section, the Building Standard Administration Section became the Building Standards Section, and the Apartment Building Management Section became the Apartment Building Management Section (only the Chinese title was changed). 

Over the years,Taipei City Construction Management Office has been chaired by sixteen directors, namely, Chao-yang Tsai (蔡兆陽), Chin-mao Chen (陳金戊), Ting-fang Tsai (蔡定芳), Chung-min Lin (林宗敏), Mao-chun Cheng (鄭茂川), Mu-chou Hsieh (謝牧州), Kuang-hsiung Chen (陳光雄), Che-hsiung Liu (劉哲雄), You-jung Her (何幼榕), Rong-jing Wang (王榮進), Kang-Wei CHANG(張剛維), Wen-Ting Kao (高文婷), Huang-Cheng Chen (陳煌城) , Ming-Sen Chang(張明森),Mei-Hsiu Liu (劉美秀). The present director is Chi-Hsueh Yu (虞積學). The organization has been restructured fifteen times. Today, the Taipei City Construction Management Office is a member of the TCG Department of Urban Development, and has six sections, one team and five offices, including the Building Permit Section, the Building Inspection Section, the User Permit Section, the Building Standards Section, the Illegal Building Control Section, the Apartment Buildings Section, the Illegal Building Inspection Team, the Systems Administration Office, the Secretary Office, the Accounting Office, the Personnel Office and the Government Ethics Office.
