Organization: Taipei City Construction Management OfficeSection: User Permit SectionPress Release Date: 2014-8-7Taipei City, to expedite the processing of tiles falling and reduce the incidence of public security incidents, especially drafted "directions for rewarding peeling façade reports in Taipei City", people can submit specific evidence to Construction Management Office for reference and verification. Whistleblowers may receive a maximum NT$150,000 reward. The Construction Management Office stated that a project group had been set up to comprehensively survey, regulate and tabulate peeling facades of buildings in the whole city. From July onwards, the group began entrusting professional associations to counsel communities on improvements. Where investigations confirmed public safety concerns may ensue, warnings were posted on site, including "beware of falling objects" notices, and a deadline set for building owners to make improvements. If improvements are not made upon the deadline, in addition to imposing a fine of NT$60,000 to 300,000 in conformance with construction law, the management committee will be fined default surcharges. The Construction Management Office further explained that although comprehensive surveys and regulations have been carried out, the office was still worried some cases might escape unpunished. Hence directions for rewarding those who made reports were especially formulated. If the buildings reported with peeling facades were not within the Construction Management Office’s regulated roster, and the public danger caused by the peeling is penalized by the Construction Management Office, the whistleblower will receive half of the fine charged, with a maximum available reward $ 150,000. Moreover, Taipei City now offers "external wall finishes peeling repair grants" which the public can apply for. Application will be accepted from August 5 to October 31, with a projected application number of 1,000 cases. Grant items are divided into two charges: the "crane fee" and "external wall finishes work fee", with a case subsidy limited to NT$40,000. Exterior wall renovation grants target houses more than 10 years of age, whose facade faces the road or sidewalks without sheltering eaves. Once grants are approved, the building must be rehabilitated within a month. If you have questions, please feel free to contact the Construction Management Office.
