4. TCG Asks Cram Schools Failing in CPC’s Inspections to Correct
Reportedly, four of five cram schools in Taipei City failed in the safety inspections conducted by the Consumer Protection Committee (CPC), Executive Yuan, but compartments changed in three cram schools did not have adverse effect on public security according to the Construction Management Office (CMO). CMO particularly clarified neither “dissentions between TCG and Executive Yuan” nor differences between safety inspections conducted by CMO and CPC for failures of three cram schools and argued no adverse effect on evacuation routes induced by these changed compartments which needed to be improved only.The dynamic safety inspections in public places are intended to disclose any evidence hindering fire fighting and disaster relief, for instance, miscellaneous objects stacked in evacuation routes such as staircase and corridor or “emergency access” at an external wall blocked, and a premise in which there is no above illegal evidence should be eligible according to CMO. Involving interior decoration, the “compartments in a classroom changed by a business operator without permission” should be subject to the Building Act and the “Regulations for the Administration Buildings Interior.” The business operator shall make a post-approval application which should be separated from the judgment in the “dynamic safety inspection.”CMO valued CPC’s comments for “compartments in a classroom changed by a business operator without permission” because more issues should be considered in a premise which has been approved in the “dynamic safety inspections,” for instance, non-combustible materials adopted in compartments of one classroom, shares of green building materials in total materials, a corridor’s width affected by new compartments, and a longer walking distance to a staircase, some of which should be checked in “drawing reviews” and “acceptance surveys” for interior decoration in order to control safety in a premise.
