The deregulation assists in conducting repair work on apartments and buildings as soon as possible. In addition, after referencing Japanese housing exterior wall finishes safe diagnostic and repair techniques, the Taipei City Government and the Taiwan Building Renovation Association jointly organized a two-day “Taiwan-Japan joint symposium on house exterior wall renovations technique exchange" today and tomorrow (16th and 17th) on the first floor of the International Building at the National Taiwan University of Science and Technology. Professor emeritus Dr. Kondo Teruo of Nippon Sanbutsu University and many other experts and scholars were invited to address Japanese management systems of building facades and regular inspection program, diagnostic techniques for building facades cracking identification, repair techniques and construction methods for exterior wall tiles peeling, etc. This attracted many individuals from domestic industry, government and academia to attend, listen, and exchange views. Director of the Construction Management Office said that in the future, the Construction Management Office would use the Japanese management system as a reference and amend the "Taipei City construction management autonomy regulations" to establish a regular inspection reporting system for buildings above a certain age. Chang Kang-Wei further stated that on today (16th) the city council adopted an amendment for "exemption of buildings under a certain scale in Taipei City to change usage licenses". As long as alterations do not affecting the structural safety of the building, generate subsequent violation of rules, involve urban design reviews, façade or plane changes to a certain extent will be exempt from changes in usage license.
