To Enhance Safety in Living Environment by Securing Emergency Evacuation Routes, Public Safety Declaration for Apartment Buildings of 11-story and Above in Taipei City commences next year
To enchance public safety in apartment buildings, the Taipei City Government will request all apartment buildings of 11-story and above in Taipei City to provide Building Public Safety Certifications and Declarations starting from Jan. 1st, 2014.According to Director Chang, Kang-Wei from Construction Management Office, the Ministry of the Interior has requested Public Safety Inspection Declarations from 16-story and higher buildings in all counties and cities for many years; however, due to the high population and building density in Taipei City and some building staircases crammed with articles like shoe shelves and bicycle. etc, the Taipei City Government did see the need to enhance safety in the living environment by Securing Emergency Evacuation Routes and decided to extend the public safety inspection list to cover all 11-story and higher apartment buildings as well.According to Construction Management Office, there are about 900 “11-story and above and below 16-story "apartment buildings” required of the Public Safety Declaration in 2014; the declaration period is from Jan.1 to March 31st and once every three years. Building management committees or the management representatives may look into the “Construction Management Information System of Construction and Planning Agency,of the Ministry of Interior”for information of outsourcing the Public Safety Inspections to professional inspection organizations- covering the public areas without interfering private spaces, including six items: “Straight Stairs”, “Emergency Staircase”, “Emergency Shelter Entrance”, ”Elevating Equipment”, “Lightning Protection’ and “Emergency Power System”. Upon passing the inspections, the professional inspection organizations may simply report to the Construction Management Office to complete the declarations.Director Chang indicated that the Residential Public Safety Declaration is meant to secure the emergency excavation routes for the residents’ safety concerns; therefore, the Construction Management Office will continue to assist building management committees in reporting, in addition to setting up a special website and offering help to the city citizens. Should anyone refuse to submit the Public Safety Inspection Declaration after counseling, the director of the building management committee shall be fined NTD $1,000- 5,000; in case of any severe violations against public safety and failures to improve, the building owners or occupants shall be fined NTD$ 60,000-300,000.
