Taipei City Construction Management Office has torn down the building since December 5 2014 to maintain public safety.Director of Taipei City Construction Management Office Kao Wen-ting suggests that the residents had commissioned Taipei Structure Engineering Association during 2006 to appraise that the building was made of high chloride concrete and should be torn down. Taipei City Government announced it should stop being used before July 29 2012. Unfortunately, on October 6 2011, the balcony was broken and the fallen part damaged the cars parking along the road. Taiwan Professional Civil Engineers Association appraised it as "a declining and decaying building possibly hazardous for public safety" and shall be torn down immediately. Taipei City Government announced that it should be torn down by the owners before July 29 2013.Kao Wen-ting further explains that the 35 families in the building have all moved out. The building will be torn down and rebuilt as urban regeneration. However, one of the owners of the building, though moving out, disapproved of the tearing down of the building, leading to the overdue of the process. The resident' appeal and administrative litigation were both dismissed by Taipei High Administrative Court and Supreme Administrative Court. Therefore, according to article 81 of Building Act, Taipei City Construction Management Office forcibly torn down the building and requested for recovery of the expense for the tearing down from all the owners. Taipei City Construction Management Office has scheduled to tear down the building by law on December 5 2014.Kao Wen-ting emphasizes that for the sea sand buildings announced to be torn down and rebuilt, Taipei City has resolved regulations for services aftermath. Besides applying for the reduction or exemption of house tax from tax authority, those who apply for rebuilding in five years after the announcement can have floor area ratio bonus for 30%. After the building is torn down, each household can apply for subsidies for NTD200,000.
