Taipei City Government Achieves Outstanding Investment Promotion Results in 2024, Wins Ministry of Finance’s Award for Excellence in Investment Promotion
Taipei City Government has achieved remarkable success in promoting private participation in public infrastructure projects. At the “2025 TAIWAN PPP Investment Convention,” hosted by the Ministry of Finance on July 4, the Taipei City Government received the Award for excellence in investment promotion. Secretary-General Lee Tai-Hsing, Commissioner of Finance Hu Hsiao-Lan, and Taipei Zoo Director Chu Hsiao-Fen accepted the awards on behalf of the City. Led by Mayor Chiang Wan-An, the “Taipei Team” has delivered exceptional results in 2024, completing 15 investment promotion projects with total private investment reaching NT$19.9 billion. Among these, the " Land development project of the establishment of superficies on 4 Municipal Lands including No.21, and 2 Municipal Lands including No.35, Section 5, Tanmei Section, Neihu District" drew NT$11.3 billion in private capital. Once developed, this site will extend the Taipei Tech Corridor and become an AI Smart Park, offering an ideal environment for technological and industrial innovation. In support of the City’s "Three Cats Plan 2.0", Taipei has also successfully promoted the " The Build-Operate-Transfer(BOT) and Operate-Transfer(OT) Project of Taipei Zoo Ecological Center and Nearby Car Parks", which integrates digital technologies and marine culture. With an investment of over NT$5.7 billion from the private sector, the project aims to create a new marine ecological park that supports biodiversity conservation, education, therapy, and recreation. It is estimated to create approximately 1,300 job opportunities. Commissioner Hu Hsiao-Lan noted that Taipei currently has over 60 ongoing PPP projects. At 2025 TAIWAN PPP Investment Convention, 10 new projects were unveiled with a total investment potential of NT$10.5 billion, inviting professional expertise and capital from the private sector. Among the highlights is the “Xiushan Long-Term Care BOT Project” introduced by the Department of Health, which will include a residential care facility with at least 400 beds and a day care center serving at least 60 community members. In alignment with Taipei’s major urban renewal initiative, three government-led urban renewal projects were also introduced, aiming to reshape the city’s skyline and stimulate economic growth and employment. Future development around Dingpu Station (Tucheng Line Extension) and Y20 Station (North Circular Line) is expected to enhance the living environment and raise regional value. Commissioner Hu emphasized that Mayor Chiang envisions public infrastructure projects not only as development tools but also as sources of tangible benefit and emotional connection for citizens.
