Taipei City won the 2025 Local Fiscal Performance Evaluation for both financial and debt management achievements, demonstrating outstanding fiscal management performance
The Ministry of Finance recently announced the results of the 2025 local fiscal Performance Evaluation. Taipei City won first place in Group A for 'Financial Management' and second place for 'Debt Management'. The Ministry also held the 2026 Local Finance Meeting Awards and Commendations, showcasing outstanding fiscal performance. On the 15th, Commissioner Hu, Hsiao-Lan of the Department of Finance (DOF) presented the award at the city council meeting. Mayor Chiang not only praised the long-term efforts of the DOF and the Taipei team in promoting fiscal works, but also stated that sound finances are the cornerstone of sustainable urban development. Maximizing the effectiveness of limited budgets requires joint oversight and cooperation among all departments to maintain fiscal discipline while steadily advancing various administrative initiatives. Mayor hopes the Taipei team will continue to pursue steady progress and lay a more solid foundation for the city's long-term development. Commissioner Hu, Hsiao-Lan of the DOF explained that Taipei stood out among the six special municipalities, achieving excellent results in both financial management and debt management, demonstrating the city government's concrete achievements in implementing fiscal discipline, actively increasing revenue and reducing expenses, and properly managing debt. In addition to achieving excellent performance in assessments, the Taipei City Government (TCG) was also invited to share experiences at the Local Finance Meeting, exchanging innovative fiscal management practices with other counties and cities and sharing Taipei's experience in promoting sustainable finance nationwide. In terms of financial management, the TCG is promoting "fiscal sustainability, fiscal innovation, and smart governance," actively revitalizing city-owned assets, promoting investment promotion, and public urban renewal, continuously expanding diversified financial sources, and improving resource utilization efficiency through cross-departmental collaboration. Among them, the Department of Education has promoted the "Green Power Energy Generation and Revenue Generation - Revitalizing Sustainable Campuses" project, successfully introducing private resources to invest in campus green energy transformation, balancing environmental sustainability and fiscal efficiency. It has been recognized by local governments and voted the nation's top case of increase in revenue and reduction in expenditure, fully demonstrating the city's cross-departmental efforts to increase revenue and reduce expenses. In debt management, the TCG continues to implement medium- and long-term debt planning and various principal repayment measures. Since Mayor Chiang took office at the end of 2022, the total debt reduction has reached 43 billion NTD, ranking first among local governments nationwide. The debt balance has dropped from 89.8 billion NTD to 46.8 billion NTD, and the average debt per citizen has dropped significantly from 36,000 NTD to 19,000 NTD. Through active debt reduction, not only can the overall debt scale be lowered, but the pressure on debt interest expenditures can also be gradually eased, allowing limited fiscal resources to be invested in municipal construction and various measures to enhance citizens' welfare, achieving a balance between fiscal discipline and urban development. Commissioner Hu, Hsiao-Lan concluded by stating that winning the dual achievements of the Ministry of Finance in financial management and debt management is the result of joint efforts by all city government agencies and schools. From revenue reduction and asset activation to debt management, the Taipei team demonstrates their determination to implement fiscal discipline and improve resource utilization efficiency. Facing future urban development and environmental changes, the TCG will continue to uphold the concept of fiscal sustainability, maximizing the effectiveness of limited fiscal resources and building a more resilient, efficient, and sustainable capital city.
